do you need certification to win government work?

So if you are getting a quality management system and then trying to get it certified just so you can win government work, DON'T (wow, that's two times I have uses CAPS, now three, to emphasise!). So don't. I have met plenty of companies who have obtained government work without it. In fact, I have come across companies that once they have won the work, the government then allows them to develop and / or certify a quality management system. Government departments are the same as everyone else. They are looking for price, quality and service whenever they tender.
By the way there are also plenty of examples of comapnies not winning business becuase they were not certified contributing to the lack of success (or was it just a convenient reason when asked why?)
